			Kerr served in the United States Navy as an Electronic Technician's Mate. He earned a Bachelor of Arts degree from the University of Idaho, with a minor in philosophy.

			His engineering career included work as a Chief Draftsman and Geological Engineer, an Architectural Designer, a Civil Engineer, and a Technical Illustrator, before he joined the Garrett Turbine Engine Company as a Senior Engineering Specialist. There his work centered on the design, development and certification of aircraft gas turbine engines and flight power management systems. Among his assignments were the design and fabrication of a space-based Rankine cycle power generation system using mercury vapor produced by a nuclear reactor, the derivation of equations for the orbital light and dark periods of solar-powered satellites, and the coordination of power management systems for Learjet and Falcon aircraft. His final assignment was the TPE331-14 gas turbine engine for the 40-passenger Jetstream 41 aircraft.

			Kerr settled in Oro Valley, Arizona.

			After his retirement, Kerr set out to describe the physical world in what he termed logically conceivable terms. Central to his work is the proposition of an aethereal fluid that, in the tradition of James Clerk Maxwell, governs the distribution of all mass. In his papers and in his 1999 book ''The Fluid Universe: A Concept of Local Action Reality'', he argued for a luminiferous aether as the medium underlying light, vision, wave action and the structure of matter. He presented these ideas at conferences of the Natural Philosophy Alliance over roughly a decade and a half.
