Maers and Wayne authored &amp;quot;Rethinking the Foundations of the Theory of Special Relativity: Stellar Aberration and the Fizeau Experiment&amp;quot; (arXiv:1105.2305, 2011). They propose a relativistic wave equation founded on what they call the primacy of the Doppler effect, which they argue accounts for the propagation of light between two inertial frames — including stellar aberration and the results of the Fizeau moving-water experiment — without introducing the relativity of space and time. They also reported a laboratory reconstruction of the Fizeau experiment using laser light and digital image analysis. The work appeared in arXiv&amp;#039;s General Physics section and its reinterpretation of special relativity is not accepted by the mainstream physics community.&lt;br /&gt;
