McCutchen was educated at Princeton University and the University of Cambridge. During a career of over 35 years at the National Institutes of Health, his research interests spanned aerodynamics and, most notably, the mechanics of joint lubrication, on which he published numerous articles. He also held several patents on mechanical devices.&lt;br /&gt;

==Criticism of the research establishment==&lt;br /&gt;
McCutchen devoted much of his later career to criticizing what he saw as institutional failures in the handling of scientific fraud and misconduct. He argued that the biomedical research establishment treated fraud as rare and resisted independent scrutiny, and he contended that investigators and the public should have the right to review misconduct investigations. In 1990 he filed a Freedom of Information Act request with the U.S. Department of Health and Human Services seeking a list of cases closed by the Office of Scientific Integrity; when the request was largely denied, he sued, and the resulting litigation was decided by the U.S. Court of Appeals for the D.C. Circuit (&amp;#039;&amp;#039;McCutchen v. U.S. Department of Health and Human Services&amp;#039;&amp;#039;, 1994). He wrote and campaigned on these themes in several venues, arguing that whistleblowers who report fraud face professional retaliation.&lt;br /&gt;
