==Gravity-modification research==&lt;br /&gt;
Noever led the &amp;quot;Delta G&amp;quot; experiment at Marshall Space Flight Center, an effort intended to quantify claimed changes in the local pull of gravity. In the late 1990s and early 2000s he was involved in NASA&amp;#039;s attempt to replicate Eugene Podkletnov&amp;#039;s reported &amp;quot;gravity shielding&amp;quot; effect using rotating Type-II superconductors, a topic that lies outside accepted physics. He published related work in &amp;#039;&amp;#039;Physica C&amp;#039;&amp;#039; with collaborators including Ning Li and Ron Koczor.&lt;br /&gt;

Noever also coordinated a NASA program to observe the Allais effect during the total solar eclipse of 11 August 1999. The Allais effect refers to an anomalous precession of a Foucault pendulum reported by Maurice Allais during a 1954 eclipse; its reality remains disputed, with observations over the following decades giving inconsistent results. Noever&amp;#039;s program used distributed measuring instruments and compared results across sites. In these investigations Noever generally acted as a rigorous experimental tester of the claimed anomalies rather than as an advocate for them.&lt;br /&gt;
