Intensities of scattered rays are not explicable in terms of Quantum Mechanics, which presupposes a X-ray photon that carry energy E=hf. Therefore, QM is inherently flawed. The Compton effect can be interpreted to be a Raman effect. The Raman effect can be interpreted in terms of wave theory. An incident X ray causes an excitation of the crystal. The crystal is coupled with an electromagetic medium that works as a transmitter.
