Abstract
The perception of matter along with the equivalence of inertial and gravitational mass, push-cause-gravity and the polarity of electric charge are here explained in view of a plenum, tired light theory and a recycling process consistent with the value of the Hubble Constant. Although established physics now contends that explanation beyond the observable world is invalid, the consistency of explanation here given indicates it is useful for the understanding and formulation of theory.
