Christopher M. Hearsey is an American space lawyer, aerospace executive, and space policy scholar. He is the founder and chief executive officer of OSA Consulting, LLC, a strategic advisory and management consulting firm based in Washington, D.C. that supports early-stage technology and space startups, and a co-founder, chairman, and treasurer of the Space Court Foundation, a nonprofit organization dedicated to the promotion of space law education and the rule of law.
Biography
Hearsey earned a Bachelor of Arts in Mathematical Economics and Political Science with a minor in Physics from Temple University, a Master of Science in Legal Theory from American University, a Master of Science in Space Studies from the University of North Dakota, and a Juris Doctor with honors in Air and Space Law from the University of Mississippi School of Law. He also held a graduate fellowship in space history at the National Air and Space Museum and pursued studies in public international law at Downing College, University of Cambridge.
Hearsey has worked in the aerospace and nonprofit sectors for over a decade. He served as Director of DC Operations and Corporate Counsel for Bigelow Aerospace, where he contributed to work on the Bigelow Expandable Activity Module (BEAM) deployed to the International Space Station, and as Deputy CEO and Chair of the Board of Directors for the Astrosociology Research Institute. He also served as Special Assistant to the Director in the Office of Space and Advanced Technology at the United States Department of State. He later served as Chief Strategy Officer at Rogue Space Systems and, as CEO of Exolaunch USA, established and managed the company's North American operations from 2021 to 2022. He founded OSA Consulting in 2018.
Beyond the space sector, Hearsey has managed political campaigns at the state and federal levels, including a 2018 campaign for the United States Congress in Maryland. He resides in Maryland.
Work
Hearsey's scholarship and professional activity focus on space law and space policy. He has published articles on orbital debris removal, on-orbit liability, and outer space property rights. He has served as a regional organizer for the Manfred Lachs Space Law Moot Court Competition in North America, and has coached, advised, and judged both the Manfred Lachs competition and the Philip C. Jessup International Law Moot Court Competition since his time in law school.
