Dimitrie Olenici is a Romanian experimenter associated with the Ştefan cel Mare University of Suceava and the Planetarium of Suceava, known for long-running pendulum observations of the Allais effect during solar eclipses and planetary alignments. Work
Olenici has conducted experiments with paraconical and Foucault-type pendulums to test for anomalous variations in the plane of oscillation during solar eclipses, an anomaly first reported by Maurice Allais. He reported observing the effect during the annular solar eclipse of 22 September 2006 at the Suceava Planetarium, and took part in coordinated multi-site campaigns.
During the total solar eclipse of 1 August 2008, teams in Suceava, Romania and Kiev, Ukraine — separated by roughly 440 km — simultaneously operated pendulums and miniature torsion balances, reporting mutually correlated disturbances. He also applied observational methods associated with the Russian astronomer N. A. Kozyrev. Olenici's papers report these results as evidence for eclipse-related gravitational anomalies; the existence and interpretation of the Allais effect remain outside mainstream physics and are not generally accepted.
