Walt Jenkins (also given as Walter P. Jenkins) is an American independent inventor, based in Florida, who develops on-board systems intended to let internal combustion engines run largely on water. His work is marketed under the name H2G through his company H2 Global, LLC. Jenkins is a familiar figure in the independent-energy community and has been described within it as a modern successor to Stanley Meyer; his central claim is that his process is not electrolysis and does not derive from prior water-fuel art.
Biography
Jenkins came to energy research from an unrelated technical career. He has said that he worked in the motion picture industry in Hollywood during the 1970s, where he developed an early virtual set system and other computer-based production tools, and that he managed a broadcast television station in the Orlando, Florida market during the late 1990s.
He began experimenting with alternative fuel systems for cars as a hobby in the mid-1980s. By the early 2000s he was working on hydrogen extraction from water by electrolysis, and he is credited within the HHO community as the original developer of the "dry cell" electrolyser design that many later experimenters adopted. He subsequently abandoned electrolysis, saying it could never return enough fuel energy for the electrical power it consumed, and moved to a different approach.
His company H2 Global, LLC is registered in Florida and also trades online as H2GE and H4Gas. He has conducted demonstrations for accredited investors near Sarasota, Florida, and has shown a water-fuelled dune buggy on Anna Maria Island.

The H2G process
Jenkins describes H2G as a method of releasing the fuel energy already present in water rather than splitting water electrolytically into stored hydrogen and oxygen. He says the approach grew out of studying thunderstorms — how lightning acts on charged water particles held in a high-energy state — and that the device restructures fresh or sea water into a combustible working fluid in real time, on demand, with nothing stored on board.
The heart of the system as he presents it is a self-contained unit he calls the "black box", fitted to the vehicle and fed with water. He has claimed that it converts water to usable fuel drawing less than 180 milliamperes at 24 volts DC, and that engines can then be run on a mixture of up to 97.5 per cent water and as little as 2.5 per cent gasoline, with correspondingly reduced emissions and fuel cost. He has also claimed roughly 500 miles per gallon from a scooter fitted with the system, and that ordinary internal combustion engines need no major modification to accept H2G fuel. These figures are Jenkins' own claims and those of his associates; they have not been independently verified, and Jenkins has stated that his public presentations are deliberately not full disclosure of the process.
Ultrasonic vaporization patent
Jenkins' published patent application, Apparatus, system, and method for vaporizing a fuel mixture (US 2012/0186557 A1, from provisional applications filed 24 January 2011), sets out an ultrasonic route to a water-dominant fuel. An array of piezoelectric discs oscillating at roughly 1.6 to 3.0 MHz atomises the liquid in a chamber into a mist of particles on the order of 1.7 micrometres, with level controllers holding the water-to-fuel ratio; the resulting ultra-fine mist is drawn into the engine's intake. Jenkins' account of the combustion is that the small fraction of hydrocarbon fuel ignites first and the heat of that ignition then converts or releases the hydrogen and oxygen held in the suspended water particles, giving what he calls a low-temperature burn that should reduce engine wear as well as emissions. The application also covers a specialised spark plug with spherical electrodes.
Plasma ignition
Alongside the fuel system Jenkins has pursued high-voltage plasma spark plugs, which he relates to Nikola Tesla's high-tension work. He has described operating voltages in the region of 150,000 to 200,000 volts, the purpose being to ignite the very lean, water-heavy charge that his fuel system produces and which a conventional ignition system will not reliably fire. He has said he has patents filed internationally on both the water-fuel process and the plasma plug.
