Vladimir V. Rubtsov (born December 10, 1948) is a Ukrainian researcher and philosopher of science who serves as Director of the Research Institute on Anomalous Phenomena (RIAP) in Kharkov, Ukraine. He is known for his long-term study of the 1908 Tunguska explosion and for his work on the methodological and philosophical problems associated with the search for extraterrestrial civilizations.
Biography
Rubtsov was born in 1948 in Kharkov, then part of the Soviet Union and now in independent Ukraine. He received a Master of Science degree in computer science in 1972. After graduating, he joined the laboratory of Dr. A. V. Zolotov in Kalinin (now Tver, Russia), where for three years he studied the problem of the Tunguska explosion.
He went on to receive a Ph.D. in the philosophy of science from the Institute of Philosophy of the Academy of Sciences of the USSR in Moscow, defending in 1980 the doctoral thesis "Philosophical and Methodological Aspects of the Problem of Extraterrestrial Civilizations," reported to be the first dissertation of its kind in the former USSR.
Rubtsov studied at the National Technical University "Kharkov Polytechnic Institute." He resides in Kharkov, is married, and reads English, Russian, Ukrainian, French, and Polish.
Work
Rubtsov's professional fields are the methodology of interdisciplinary research, the sociology of science and technology, and general epistemology. He is Director of the Research Institute on Anomalous Phenomena (RIAP) and editor of its newsletter, the RIAP Bulletin.
He has authored some 120 scientific and popular-science articles in the Soviet, post-Soviet, and foreign press, as well as two scientific monographs: The Problem of Extraterrestrial Civilizations (with A. D. Ursul) and UFOs and Modern Science (with Y. V. Platov). His English-language book The Tunguska Mystery (Springer/Copernicus, 2009; edited by Edward Ashpole) surveys the history and results of Tunguska investigations in the former USSR and the present-day CIS.
Honors
Rubtsov is a full member of the Russian Academy of Cosmonautics, an associate member of the Society for Scientific Exploration (USA), a member of the Expert Group on Anomalous Atmospheric Phenomena of the Russian Academy of Sciences, and a member of the SETI Center of the Russian Academy of Sciences.
