Abstract
This paper shows that the problem of unifying electromagnetism with gravity has an elegant classical solution based on Newton?s theory of gravitation and Hertz?s version of Maxwell?s theory. By studying the way an electromagnetic field is formed in Hertz?s theory, we identify the classical field equations that the unified field must satisfy, plus a corresponding set of constitutive equations for the medium sustaining the field. The unification problem is then reduced to the experimental determination of the exact form of these constitutive equations for different media.
