Barry R. Springer is an American electrical engineer, retired United States Air Force colonel and aerospace program director. He developed a lifelong interest in science and engineering after becoming a ham radio operator at age 13, and later pursued independent research in new energy technologies, space plasma physics and the electrical interaction between the Earth and the Sun. He has been active in the Natural Philosophy Alliance, serving as its General Secretary and later as Chairman of the Board.

Biography

Springer earned Bachelor of Science and Master of Science degrees in Electrical Engineering. He is a registered Professional Engineer in California and holds four patents for electronic systems.

He served a 28-year career in the United States Air Force in the Space Operations field, directing satellite control systems and on-orbit spacecraft operations. His assignments included Commander of the GPS Master Control Station and Vice Commander of the Space Wing at Schriever Air Force Base, as well as duty as a Space Operations director for the National Reconnaissance Office. He also held senior staff positions managing space research and development programs at Headquarters Air Force Space Command, Headquarters U.S. Air Force, and on the staff of the Secretary of Defense at the Pentagon. He retired at the rank of Colonel.

Following his military service, Springer worked for Lockheed Martin Integrated Systems & Solutions as a senior program manager and strategic planner, and chaired the company's Program Manager Certification Board.

In semi-retirement, Springer settled with his wife on a ranch in the Black Forest area northeast of Colorado Springs, Colorado. He has served as Treasurer of the board of the Falcon Fire Protection District, on a Colorado legislative task force, and as a director of Mountain View Electric Association, the electric cooperative that serves his region, where he has held the office of Vice President.

Scientific contributions

In his later years Springer expanded his reading and research into new energy generation technologies, space plasma physics, and Earth–Sun electrical interaction, particularly as it may influence the Earth's weather. His work is associated with the electric universe framework, including the concepts of the electric sun and electric weather. He has also pursued research and writing on the quantification of scale as a proposed fourth dimension of the universe.

Springer presented several papers through the Natural Philosophy Alliance, addressing topics such as the role of relativity in the operation of the GPS system, electromagnetic explanations for reported eclipse gravity anomalies, claims of over-unity energy devices, and the plasma power technology attributed to inventor Josef Papp.

Honors

In 2016, Springer received the National Rural Electric Cooperative Association (NRECA) Director Gold credential.
