Abstract
New units of length, mass, and time are derived from the speed of light (c), Planck's factor (h), and the gravitational proportionality factor (G). The observed variability of time standards with gravitational field strength, and other evidence, requires all "universal" standards to vary with field strength. The validity of the General Theory of Relativity is questioned.
